These are the women who lived in the shadows of poverty, low self esteem and lack of self worth. They feared to step out of their homes, had no say in the decision making at home and were completely dependent. 

Need-based WEDPs at ICECD adopt a systematic approach of identifying and selecting the capable rural women, developing and educating them and then providing follow-up support to enable these women to initiate their micro enterprises and income generation activities.
