| RATIONALE |
Monitoring is an instrument used by the project management. It creates the prerequisites for steering
project implementation on the basis of the planning targets. “Monitoring and Evaluation” (M&E)
comprises two operations which are effective onlywhencarried out together.
With growing concern of donors and financial agencies on “how well” and “how effectively” the
development funds have been utilized, the need to monitor and evaluate outputs of micro enterprise
development programmes is unquestionable. Monitoring and Evaluation is the control mechanism of
development programmes. Often implementing and planning agencies do not posses expertise on
specific M&E approach and hence the tangible/intangible outputs are below standard, and
developmental cost becomes too expensive.
Monitoring involves making observations and keeping records of progress of activities with periodic
discussion/analysis to determine the implementation process, thereby enabling to take corrective
action in a timely manner, whereas evaluation is a part of the total developmental process. Main
purpose of monitoring and Evaluation is to control the quality and effectiveness of the project and
determine howwell it can meet the performance objectives. This system contributes to the success of
economic development programmes and it is essential to retain it as an integral part of the system. To
enable organizations to develop focused M&E systems, ICECD offers this programme for integrating
Monitoring and Evaluation in the projects.
