| RATIONALE |
Even today most of the poor and more so women have not become main stream recipients in the
financial institutions. The formal credit institutions are less than forthcoming in offering loans to this
disadvantaged section of society in rural and poor urban areas who have no collateral to pledge.
Besides, bankers are apprehensive of the future of such business creation.
Micro credit is usually defined as direct lending to poor, usually informally, to enable them to either
establish or to expand their micro-enterprises/businesses. Young people generally possess
tremendous entrepreneurial and creative skills and they should be assisted to develop their potential.
In the developingworld, micro-entrepreneurs have hardly any access to credit and technical assistance
to exploit their potential. Several programsaround theworld, both small and large, have demonstrated
the feasibility of micro credit assistance to such tiny economic activities.
Recognizing that productive employment is the key to combat poverty and social marginalization, GOs
and NGOs have taken the initiative to provide credit and other facilities to youth through programs of
thrift promotion and formation of credit groups.However, the demand for micro-credit far exceeds the
supply andmany organizations are yet unaware of the credit schemes for sustainable micro enterprises.
ICECD has offered INR 10 million to more than 10,000 men/women as micro credit support achieving
highly successful results. Based on these experiences, ICECD has designed and conducted a number of
training programmes for agencies engaged in credit management. 225 national and 104 international
agencies have benefited from these programmes and the same is being offered to the international
community this year. The end result is expected to be the increased flow of credit to the poor. |

| COURSE OBJECTIVES |
The purpose of the course is to provide themuchneeded platformto share experiences amongst policy
makers, bankers, and enterprise development agencies to evolve need-based credit schemes for micro
entrepreneurs development.
- To identify and understand the credit needs of different strata of society so that relevant
schemes can be evolved.
- To appraise the credit needs of micro-businesses and to design an appropriate mechanism for
satisfying these needs.
- Towork out themeans for effective credit delivery and recovery.
- To formulate strategies which would increase the flow of credit to the poor and ensure
sustainability.
- To evolve a monitoring systemfor proper utilization of finance.
